Welcome to the August 2026 edition of the Syria Monthly Economic Digest.

This month’s issue has a specific theme running through it: policy moving faster than both the government’s ability to deliver and the people’s ability to adopt it, thereby raising questions about the underlying policymaking process.

The Central Bank ended the old pound’s legal-tender status on July 31, closing the first chapter of a process meant to facilitate transactions and break from the past, but then spent two weeks adjusting the terms: an exceptional window, an extension for the northeast, a nationwide extension, and an electronic channel. The adjustments were responsive, but they did not resolve the underlying liquidity shortage that the currency exchange process unintentionally (or purposely?) caused, and the cost fell on people paid in fixed sums who have to convert them into cash to live on. This is especially true for farmers, whose dues began flowing partly through Sham Cash because the Central Bank did not have the notes to pay them in full, after already weeks of delays. Another policy decision, the ‘banning’ of second-hand clothing imports, has a similar shape: a defensible objective, protecting domestic garment producers, arriving without a transitional period for traders holding stock cleared under a previous administration.

That last point is the month’s second thread, highlighting the dual-track process currently taking shape in the northeast’s integration. On the political and security sides, most, if not all, seems to be going as planned, with the oil integration closing one of the process’s many files. Yet on the economic side, that same process faces many obstacles. This is the first wheat procurement season run under the integration agreement, in the governorates that grow most of Syria’s wheat, and payment delays there are being felt acutely. If Damascus’s argument is that unified administration delivers better outcomes than what came before, and the case is a strong one, it should be made most persuasively on the ground. Yet in the northeast, the new currency has arrived late, if at all, and so have farmers’ payments.

At the international level, and as has been the case for the past 20 months, August was again a genuinely strong month. Washington rescinded Syria’s terrorism-sponsor designation on August 24. Saudi Arabia signed more than twenty agreements, including one on a joint bank and correspondent channels, while Türkiye signed as many as Ankara’s influence over the Syrian economy grows stronger. On public finance, the Ministry of Finance published a half-year budget execution report, which deserves credit: a line-item account of actual spending, published within two months of the period closing, is close to unprecedented in Syria. Yet it also leaves the most interesting question open, since the deficit was covered by short-term financing whose source is not named. More disclosure tends to generate more questions, which is a good problem to have, but only if the same authorities are willing to answer, and not only to share information as they wish.

Welcome to the July 2026 edition of the Syria Monthly Economic Digest.

July was a busy month for Syria’s economic recovery… on paper, at least. Macron became the first EU head of state to visit Damascus since Assad’s fall. Washington moved to strip Syria’s terrorism-sponsor designation, clearing away a legal obstacle that’s been quietly blocking banks from touching Syrian money for over a decade. Lebanon and Syria set up a new joint committee to modernize a relationship still governed by agreements from the 1990s. The Central Bank wrapped up its currency replacement, floated its first sovereign sukuk, and started drafting rules for electronic wallets. An Iraq-Syria pipeline deal got real money and real companies behind it.

Read together, though, this month’s dispatch tells a familiar story, one we’ve been tracking since the earliest editions of this digest: the gap between what gets announced and what gets delivered. Against that backdrop, farmers who grew Syria’s best wheat harvest in years are still waiting over a month to get paid—a payment problem we first flagged back in May, when price protests forced the government’s hand, and again in June, when farmers were still waiting on funds the Central Bank hadn’t transferred. Families in Hasakah and Deir Ezzor missed the currency-exchange deadline because there weren’t enough centers to serve them, echoing the same uneven rollout—and the same protests over fuel, pensions, and services—that we covered in Qamishli and Hasakah last month. A price cut meant to help drivers at the pump instead produced queues and a black market. And refugees are returning home to housing that isn’t repaired, services that don’t exist, and a labor market that doesn’t have room for them.

None of this is an argument that July wasn’t a genuinely significant month; every month since Assad’s fall has been significant. The throughline across this issue, and across the eighteen months since the beginning of the transition, is that Syria’s macro-level reset keeps running ahead of its ability to deliver at the level where most people actually live. But it’s worth saying plainly: that gap is normal, not damning. Countries don’t rebuild institutions, currencies, and trust in a year and a half—Syria is doing in eighteen months what usually takes a decade, and the direction of travel, month after month, keeps pointing the same way: forward. Closing that gap is the next chapter, and it’s the one we’re most looking forward to covering.

Welcome to the June 2026 edition of the Syria Monthly Economic Digest.

If May was about openings, June was about friction. The Syrian pound wobbled through a rough first half of the month before the Central Bank stepped in with back-to-back devaluations to close the gap with the black market. The currency-replacement deadline (extended twice already) finally started reaching Hasakah, months after the rest of the country. And a strong wheat harvest ran into a bottleneck we first flagged in May: storage overflowing, payments delayed, and farmers once again carrying the cost of a system still catching up to its own ambitions.

That friction spilled into open protest in Qamishli, where retirees demanding overdue pensions were joined within days by residents furious over fuel prices, electricity cuts, and a governorate that ships oil out every day while running its own generators short. It’s a pattern worth sitting with: Hasakah sits on some of Syria’s richest energy and agricultural resources, and among its weakest services… June made that contradiction hard to ignore.

Not everything this month was about strain. Foreign oil majors kept signing deals, a regional rail corridor linking Türkiye to the Gulf through Syria took real shape, and Syrian Arab Airlines flew to Amsterdam for the first time in over a decade—even if the fine print on who’s actually flying the plane is more complicated than the headline suggests. Deir Ezzor got a real down payment on redevelopment too: bridges, transformers, and a promise to move oil-sector jobs closer to the fields that produce them.

Taken together, June is the clearest evidence yet of something May only hinted at: Syria’s national-level reintegration is moving faster than its ability to make that progress felt evenly, in Hasakah as much as in Damascus. That’s the story this digest will keep following.

Each month, we’ll pull together the developments we think matter most for Syria’s economic and political transition. This will not be a full news roundup, but a curated read on where the country is heading, why, and how.

May 2026 was a month of cautious openings. The UAE finally showed up in force, with a business delegation and eye-catching numbers from Mohammad Alabbar—though nothing signed, and plenty of Emirati caution about exchange rates and guarantees hanging over the visit. Brussels held its first high-level dialogue with Damascus in over a decade, pairing every gesture of engagement with a reminder that sanctions and conditions haven’t gone anywhere. Chevron, TotalEnergies, and ConocoPhillips lined up offshore exploration deals, while a new Central Bank governor inherited a strategy from his predecessor and a currency-replacement deadline nobody’s confident will hold.

Underneath the diplomacy, though, this month’s dispatch keeps circling back to the same tension: who benefits, and on what terms, as Syria reopens. Wheat farmers forced a last-minute price increase through protest, not negotiation. Refinery workers in Aleppo pushed back when the state moved to shut down the informal fuel economy that had kept their families running for a decade. And in Damascus, a compensation package for Marota City residents landed without resolving the deeper dispute: whether Decree 66 should have converted people’s homes into shares in someone else’s project in the first place.

None of this is a story of failure. Investment is arriving, sanctions are lifting, and institutions are being rebuilt from close to nothing. But watching how that recovery gets distributed—between Damascus and the provinces, between diplomatic wins and daily life—is exactly what this digest is for.
